A Honolulu military officer certified forcing a homeless male to lick a open urinal in a discount to equivocate arrest, according to reports.
John Rabago pleaded guilty this week to conspiring to repudiate Samuel Ingall, 37, his polite rights after a sovereign investigation, The Washington Post reported.
