The House has narrowly passed a sweeping bipartisan budget accord, ending an hours-long government shutdown and clearing a path for huge spending increases for both the Pentagon and domestic programs. The Senate passed the measure earlier Friday. (Feb. 9)

WASHINGTON — Congress passed a $400 billion budget deal early Friday morning that busted through spending previous spending caps and temporarily suspended the debt limit. It also included money for disaster relief, opioid treatment and veterans.
But the whopping 652-page document has plenty of additional provisions tucked in, here are a few:
The bill includes an extension of funding for education that teaches students that abstaining from sexual activity entirely is the best way to avoid pregnancy and health problems. Messaging that comes from these programs would be intended to convey the “optimal health behavior of avoiding non-marital sexual activity.â€
There are certain tax breaks for special interest groups that were set to end in 2017, but will continue at least for another year.
Some of the folks who will see an extension of the benefits? People who own certain race horses and  motor sports entertainment complexes
Senate Majority Leader Mitch McConnell, R-Ky., helped draft the budget agreement and his home-state school would enjoy the benefits. The bill includes a provision that would help a small school called Berea College which does not charge tuition. The provision would exempt schools that don’t charge tuition from having their endowments taxed. It was supposed to be in a tax reform bill that passed last year, but was stripped out at the last minute.
