Born in Boston, McCandless graduated from Woodrow Wilson Senior High School in Long Beach, California. He graduated from a Naval Academy and warranted master’s degrees in electrical engineering and business administration.

He was a naval flier who participated in a Cuban besiege in a 1962 barb crisis.
