One of President Trump\u2019s biggest campaign promises was his vow to build a wall along the country\u2019s southernmost border.<\/p>\n

And California is trying to stop that. The state filed a lawsuit against the Trump administration Wednesday<\/a> arguing that the federal government is overstepping its authority by waiving environmental reviews and other laws.<\/p>\n

2015<\/b><\/h3>\n

Donald Trump announced in June 2015 that he was running for president. In his speech, he promised to build a wall along the U.S.-Mexico border.<\/p>\n

Trump first proposed the border wall<\/a> when he announced his presidential candidacy in June 2015. It was then that he made the controversial remarks about the people emigrating from Mexico.<\/p>\n

\u201cWhen Mexico sends its people, they\u2019re not sending their best,\u201d Trump said on June 16, 2015. \u201cThey\u2019re sending people that have lots of problems \u2026 They\u2019re bringing drugs. They\u2019re bringing crime. They\u2019re rapists.\u201d\u00a0<\/p>\n

\u201cI would build a great wall, and nobody builds walls better than me,\u201d Trump said. \u201cI\u2019ll build a great, great wall on our southern border, and I\u2019ll have Mexico pay for that wall. Mark my words.\u201d<\/p>\n

A Department of Homeland Security report<\/a> estimated that 170,000 people successfully entered the U.S. illegally from the southern border in 2015. That number is significantly less than the 1.7 million people estimated to have entered in 2005.<\/p>\n

Trump\u2019s border wall would cost $21.6 billion to construct, according to an estimate<\/a> from the Department of Homeland Security.<\/p>\n

Then just a presidential candidate, Donald Trump took a visit to the U.S.-Mexico border outside Laredo, Texas in 2015.<\/p>\n

Trump told MSNBC in February 2016<\/a> that a border wall would only cost $8 billion.<\/p>\n

\u201cThe wall is probably $8 billion, which is a tiny fraction of the money that we lose with Mexico,\u201d Trump said.<\/p>\n

Eventually, but at a later date so we can get started early, Mexico will be paying, in some form, for the badly needed border wall.<\/p>\n

The House passed a massive spending bill<\/a> in July that included a $1.6 billion down payment for the construction of the border wall.<\/p>\n

\u201cEvery single dime the president requested to start building a wall on our southern border, he\u2019s going to get,\u201d House Majority Leader Kevin McCarthy, R-Calif., said at the time.<\/p>\n

Four companies were selected to build concrete prototypes<\/a> of the border wall, U.S. Customs and Border Protection announced in August.<\/p>\n

Those companies are: the Caddell Construction Company of Montgomery, Ala.; Fisher Sand and Gravel of Tempe, Ariz.; Texas Sterling Construction Company of Houston, Texas; and WG Yates and Sons Construction of Philadelphia, Miss.<\/p>\n

The prototypes will be 30 feet tall and 30 feet wide and will cost up to $500,000 to make.<\/p>\n
