That number doesn&#8217;t include asylum seekers who have walked over without coming into contact with police.<\/p>\n<p>Asylum seekers have been walking through snow-covered fields, often in frigid temperatures, to reach Canada.<\/p>\n<ul>\n<li><a href=\"javascript:void(0)\"><strong>Frostbitten refugee will lose fingers, toe after 7-hour trek to cross U.S.-Canada border<\/strong><\/a><\/li>\n<li><a href=\"javascript:void(0)\"><strong>&#8216;I am proud to be here&#8217;: 7 more asylum seekers walk into Manitoba, where it&#8217;s \u201320 C<\/strong><\/a><\/li>\n<\/ul>\n<p>They&#8217;ve been using an exception in the Canada-U.S. Safe Third Country Agreement, which\u00a0allows refugee claims from people who&#8217;ve entered the country somewhere other than an official port of entry.<\/p>\n<p>Under the agreement, refugee claimants are required to request refugee protection in the first safe country they arrive in \u2014\u00a0meaning would-be claimants arriving at an official border crossing from the U.S. would be turned back.<\/p>\n<ul>\n<li><strong><a href=\"javascript:void(0)\">Scrapping refugee deal with U.S. would lead to thousands more heading north, says John Manley<\/a><\/strong><\/li>\n<\/ul>\n<p>Carr and Goodale are expected to speak to the media at 10:30 a.m. CT.
