It&#8217;s a statement about how we relate with the rest of the world,&#8221; said Sorin Moisa, CETA coordinator for the centre-left Socialists\u00a0and\u00a0Democrats Group, whose members have been divided over the pact.<\/p>\n<p>&#8220;We want to shape rather than withdraw from the world, and all the more so after Trump,&#8221; he told Reuters in an interview.<\/p>\n<blockquote class=\"pullquote\"><p>\n <span class=\"pullquote-quotation\">When it comes to trade, we&#8217;re choosing <span class=\"scayt-misspell-word\"><span class=\"scayt-misspell-word\"><span class=\"scayt-misspell-word\">Trudeau<\/span><\/span><\/span> over Trump.<\/span><br \/>\n <cite class=\"pullquote-source\">&#8211; MEP David Martin<\/cite>\n<\/p><\/blockquote>\n<p>CETA still needs approval from the European Parliament to enter into force and lawmakers in its international trade committee voted 25-15 urging it to do so. The full parliament is due to give its verdict in mid-February.<\/p>\n<p>In a debate on Monday, committee members backing the accord repeatedly warned of the threat of greater protectionism under Trump, who has withdrawn from the Trans-Pacific Partnership and plans to renegotiate the North American Free Trade Agreement with Canada and Mexico.<\/p>\n<p>EU Trade Commissioner Cecilia Malmstrom told lawmakers Canada was a welcome partner in uncertain and difficult times.<\/p>\n<p>&#8220;We have an important friend and ally who seems to be at least partly disengaging from the international scene, promoting less trade, more protectionism,&#8221; she said of the United States.<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/usa.timesofnews.com\/wp-content\/plugins\/RSSPoster_PRO\/cache\/50795_china-trump-tpp-consequences.jpg\" alt=\"China Trump TPP Consequences\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">President Donald Trump signed an executive order Monday to make it official that the U.S. would not ratify the 12-nation Trans-Pacific Partnership trade pact. (Evan Vucci\/Associated Press)<\/p>\n<p>David Martin, a Scottish member of the European Parliament\u00a0from the SD Group, issued a news\u00a0release after the vote calling CETA &#8220;the most progressive trade deal ever.&#8221;\u00a0<\/p>\n<p>&#8220;Whilst globally the tendency is to turn in on oneself, the EU and Canada are leading the way towards a world trading system that is open for business without compromising our values or way of life,&#8221; the release\u00a0said.<\/p>\n<p>&#8220;When it comes to trade, we&#8217;re choosing Trudeau over Trump,&#8221; Martin said.<\/p>\n<p>International Trade Minister Fran\u00e7ois-Philippe Champagne&#8217;s office welcomed this &#8220;important step&#8221;, telling\u00a0CBC News in a statement that his top priority is ensuring CETA enters into force as soon as possible.<\/p>\n<p>&#8220;CETA will also provide a strong foundation for Canada and the EU to demonstrate leadership on an inclusive, progressive approach to global trade,&#8221; it said.<\/p>\n<p \/>\n<h2>Provisional application within months?<\/h2>\n<p>The EU and Canada concluded negotiations more than two years ago and eventually signed the treaty in October, but only after opposition from a region of Belgium.<\/p>\n<ul>\n<li><strong><a href=\"javascript:void(0)\">&#8216;Hard things are hard&#8217;:\u00a0<span>Trudeau<\/span>\u00a0downplays delay in signing EU deal<\/a><\/strong><\/li>\n<li><strong><a href=\"javascript:void(0)\"><span>CETA<\/span>\u00a0a bright light against a protectionist world, says\u00a0<span>Chrystia<\/span>\u00a0<span>Freeland<\/span><\/a><\/strong><\/li>\n<\/ul>\n<p>Even if the 751-seat European Parliament votes for CETA, it would only enter force provisionally. But this provisional application is expected to bring well over 90 per cent of the deal into force, possibly within months.<\/p>\n<p>Canada\u00a0must pass C-30, its implementation bill, and change some provincial legislation before provisional application can take effect.<\/p>\n<p>All but one of the EU&#8217;s 28 member states are expected to hold ratification votes and, in some cases, referendums\u00a0in their respective jurisdictions before the deal is completely implemented. This process may take years.<\/p>\n<p>Controversial reforms to the investor-state dispute settlement (ISDS) clauses, other investment protection provisions, parts of the\u00a0financial services chapter on\u00a0portfolio investments and a few clauses that touch on criminal law (member state jurisdiction)\u00a0will wait for full ratification.<\/p>\n<p>But most of what\u00a0affects Canadian businesses and jobs \u2014\u00a0market access provisions, tariff cuts (both immediate and phased-in)\u00a0and government procurement rules\u00a0\u2014 will come into force provisionally.\u00a0<\/p>\n<p>CETA and the larger planned EU-U.S. Transatlantic Trade and Investment Partnership (TTIP) have proved contentious, drawing criticism from trade unions and protest groups that say it will give more power to multinationals and lead to a race to the bottom in standards.<\/p>\n<p>TTIP&#8217;s future is in doubt now,\u00a0given the lack of enthusiasm of the new Trump administration for broad-ranging trade negotiations.<\/p>\n<ul>\n<li><strong><a href=\"javascript:void(0)\"><span>Canada-EU<\/span>\u00a0trade agreement clears two more hurdles in Europe<\/a><\/strong><\/li>\n<\/ul>\n<p>Article source: http:\/\/www.cbc.ca\/news\/politics\/ceta-brussels-trade-committee-vote-1.3949522?cmp=rss<\/a>\r\n<\/p>","protected":false},"excerpt":{"rendered":"<p>A planned EU-Canada free-trade deal moved closer to reality on Tuesday after a key committee advised the European Parliament to give its backing after months of protests and heated debate.
