{"id":62414,"date":"2017-01-08T18:18:40","date_gmt":"2017-01-08T18:18:40","guid":{"rendered":"http:\/\/usa.timesofnews.com\/?p=62414"},"modified":"2017-01-08T18:18:40","modified_gmt":"2017-01-08T18:18:40","slug":"the-softest-of-soft-targets-is-it-time-to-re-think-the-rules-around-guns-in-checked-luggage","status":"publish","type":"post","link":"https:\/\/usa.timesofnews.com\/breaking-news\/political\/the-softest-of-soft-targets-is-it-time-to-re-think-the-rules-around-guns-in-checked-luggage.html","title":{"rendered":"&#8216;The softest of soft targets:&#8217; Is it time to re-think the rules around guns in checked luggage?"},"content":{"rendered":"<p>Reports that the gunman in a mass shooting at a Florida airport pulled his weapon\u00a0from a checked bag before opening fire are\u00a0raising questions about how someone could possibly transport a weapon on a commercial flight and use it against fellow travellers.<\/p>\n<p>Iraq war vet Esteban Santiago, 26, is charged in the attack that killed five people\u00a0in Fort Lauderdale, and according to FBI special agent George Piro, he appears to have followed federal rules when he checked his firearm in his baggage.<\/p>\n<p>That&#8217;s because transporting firearms and ammunition in checked baggage isn&#8217;t illegal in the United States.\u00a0Nor is it is illegal in Canada, as long as the items are declared at check-in, properly packaged and meet\u00a0the requirements of the airline, according to Canadian Air Transport Security Authority rules.<\/p>\n<p>However, Friday&#8217;s attack\u00a0has some suggesting those rules should be re-evaluated.<\/p>\n<ul>\n<li><a href=\"javascript:void(0)\"><strong>Florida\u00a0shooting suspect could face death penalty<\/strong><\/a><\/li>\n<\/ul>\n<p>&#8220;I think we need to take a hard look at the security around baggage claim areas, and not just leave it at that,&#8221; said Congresswoman Debbie Wasserman Schultz, a Democrat who represents the area surrounding the airport, following the shooting. &#8220;There are many unsecure areas in facilities that the public travels.&#8221;<\/p>\n<p>In the United States, officials confiscated more than 2,600 firearms from travellers in 2015. But unlike in the case of the Florida shooting, those weapons were intercepted in carry-on bags.<\/p>\n<p>&#8220;What went wrong yesterday &#8230; is that baggage claim is the softest of soft targets. (CBC)<\/p>\n<h2>Rifles, shotguns OK\u00a0in checked bags in Canada<\/h2>\n<p>Here at home, individual airlines have their own regulations around the transport of firearms and ammunition.\u00a0<\/p>\n<p>Air Canada prohibits certain firearms from being transported on its flights. But\u00a0hunting rifles, shotguns and certain kinds of handguns are acceptable in checked baggage for passengers 18 years of age or older, provided the weapons are declared and packed separately from ammunition.\u00a0<\/p>\n<blockquote class=\"pullquote\"><p>\n <span class=\"pullquote-quotation\">&#8216;Telling people not to travel with guns is unlikely to prevent tragedies at airports.&#8217;<\/span><br \/>\n <cite class=\"pullquote-source\">&#8211; Christian <span class=\"scayt-misspell-word\"><span class=\"scayt-misspell-word\"><span class=\"scayt-misspell-word\"><span class=\"scayt-misspell-word\">Leuprecht<\/span><\/span><\/span><\/span>, Royal Military College<\/cite>\n<\/p><\/blockquote>\n<p>The airline also requires the firearms to be unloaded, secured with a trigger-locking device, and packed in a special non-transparent case. Ammunition is limited to five kilograms\u00a0per passenger and must be a separate locked case.<\/p>\n<p>WestJet has similar rules, but doesn&#8217;t require hunting rifles or shotguns to be locked.\u00a0<\/p>\n<p>In Canada, it is mandatory to obtain a licence to own a gun, buy ammunition for it and\u00a0transport it, says\u00a0Christian Leuprecht, political science professor at the Royal Military College of Canada in Kingston, Ont.<\/p>\n<p>&#8220;So we&#8217;re already pretty restrictive,&#8221; he said.<\/p>\n<h2>Danger upon pick-up?<\/h2>\n<p>But should those items\u00a0be accessible to passengers picking up their checked luggage in baggage claim areas?<\/p>\n<p>Former NYPD\u00a0commissioner Bill Bratton\u00a0put the problem plainly\u00a0following Friday&#8217;s shooting.<\/p>\n<p>&#8220;Once the individual is off the plane and retrieves his baggage, and if he intends to use that weapon in an airport environment, then the weapon is immediately available to him or her, as was potentially the case in this incident.&#8221;<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/usa.timesofnews.com\/wp-content\/plugins\/RSSPoster_PRO\/cache\/6279e_guns.jpg\" alt=\"Guns \" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Transporting firearms and ammunition in checked baggage isn&#8217;t illegal in Canada as long as the items are declared at check-in, properly packaged and meet the requirements of the airline, according to Canadian Air Transport Security Authority rules. (Thomas Oliva\/Getty Images)<\/p>\n<p>To Leuprecht, that possibility could prompt a rethink from the UN body that regulates international air travel.\u00a0<\/p>\n<p>&#8220;I&#8217;m sure that the International Civil Aviation Organization is going to look at whether, for instance,\u00a0in arrivals areas we need to do something different &#8230;\u00a0instead of unloading guns with regular luggage,&#8221; he said, &#8220;or whether people perhaps will now need to fetch their guns at a special place in the airport, so they can&#8217;t just do what this person did.&#8221;<\/p>\n<p>But the fact that thousands of Canadians and Americans\u00a0transport guns without incident on a daily basis, he said, proves the regulations usually work.\u00a0<\/p>\n<p>&#8220;I&#8217;m not sure that people transporting guns and taking them out at the baggage area and then shooting things up is really the overriding and greatest security concern that we have or should have at airports,&#8221; he said.<\/p>\n<h2>Greater security could come with costs<\/h2>\n<p>Besides, Leuprecht said,\u00a0designated gun check-in and pick-up areas might sound like a good idea, but it would likely come down to who would pay to keep them staffed.<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/usa.timesofnews.com\/wp-content\/plugins\/RSSPoster_PRO\/cache\/6279e_airport-screening.png\" alt=\"airport screening\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">In Canada, individual airlines have their own regulations around the transport of firearms and ammunition. More security, he said, will cost more money.<\/p>\n<p>&#8220;It&#8217;s kind of like an insurance premium.
