Peter Dawe, apologized to\u00a0the\u00a0members under his command last night for failing a major under his chain of command after his wife, who is\u00a0a retired\u00a0member, was sexually assaulted by another soldier.<\/p>\n<p>&#8220;As all of you have likely read, I failed a member of our Command,&#8221; Dawe wrote\u00a0in an open letter\u00a0obtained by CBC News. &#8220;Instead, when approached by the perpetrator in this case, I recognized empathy with his personal struggles and responded emotionally.<\/p>\n<section id=\"inread-wrapper-id-9365870\"><\/section>\n<p>&#8220;And while my intent was purely driven, it is clear that the impact of my actions was profoundly harmful to the victim and her spouse. Moreover, I did not consider how my actions would be viewed by other silent survivors or sexual assault in our ranks.&#8221;<\/p>\n<p>The apology came\u00a0on the heels of a <a href=\"javascript:void(0);\">CBC News story about retired Armed Forces members Kevin and Annalise Schamuhn<\/a>, who said they felt betrayed after Dawe wrote a character reference for a convicted offender to help him get a more lenient sentence in court and offered no support to them,\u00a0the victims.<\/p>\n<p>In a media statement, Defence Minister Harjit Sajjan\u00a0said he has &#8220;serious concerns&#8221; about how this case was handled and questions &#8220;the decision made to supply character references in this matter.&#8221;<\/p>\n<p>&#8220;I have spoken with the Acting Chief of the Defence Staff about consequences and next steps for the serious lapse in judgment,&#8221; Sajjan said.\u00a0&#8220;All forms of sexual misconduct are unacceptable. We must always recognize the pain and suffering of those who have experienced sexual assault.&#8221;<\/p>\n<p>The Schamuhns\u00a0said they\u00a0feel\u00a0Dawe\u00a0lost his moral authority to lead the Special Forces after mishandling\u00a0their case.<\/p>\n<p>Dawe has not stepped down from his\u00a0job.\u00a0Instead, he\u00a0said in the letter he\u00a0was offering\u00a0his members three things:<\/p>\n<p>&#8220;First, my absolute condemnation of sexual assault and misconduct in all forms; second, my sincerest apology to all of you who rightfully expected more from your Commander; and third, my commitment to do better.&#8221;<\/p>\n<p>Dawe wrote that over the past four years he&#8217;s done &#8220;a lot of self reflection&#8221; and has been &#8220;humbled by&#8221; and has\u00a0&#8220;learned from this experience.&#8221;<\/p>\n<p><em><strong>WATCH: Retired military couple describes &#8216;painful betrayal&#8217; following sexual assault:<\/strong><\/em><\/p>\n<p>  <span><span class=\"mediaEmbed\"><img decoding=\"async\" src=\"https:\/\/www.wordpressdynamos.com\/timesofnewscdn\/USA\/da9c3_military-misconduct-burke-280421.jpg\" alt=\"\" class=\"thumbnail\" \/><\/p>\n<h3 class=\"video-item-title\">Sexual assault victim feels betrayed by high-level military personel\u2019s support of her attacker<\/h3>\n<p class=\"video-show-name\">The National<\/p>\n<p><span class=\"formattedDate video-time-stamp\" aria-label=\"From 2 days ago\" aria-hidden=\"false\">2 days ago<\/span><span class=\"media-caption\">A retired military couple says they feel betrayed by the Canadian Armed Forces because it supported a soldier found guilty of sexual assault \u2014 while offering the victims no support.<!-- --> <!-- -->2:54<\/span><\/span><\/span>  <\/p>\n<p>&#8220;I&#8217;ve come to realize the significant degree to which I have been shaped by my personal experiences and blinded by my biases,&#8221; Dawe wrote.<\/p>\n<p>&#8220;I have had the opportunity to hear directly from other survivors of harassment and assault and I can assure you that it has been sobering and enlightening.&#8221;<\/p>\n<h2>Soldier found guilty on\u00a06 criminal counts<\/h2>\n<p>Kevin Schamuhn\u00a0said he was blindsided in 2017 to learn\u00a0Dawe, his superior in his chain of command as deputy commander of the Special Forces, had written a character reference for Maj. Jonathan Hamilton after he was found guilty on six criminal counts in civilian court.<\/p>\n<p>An Ontario justice\u00a0found Hamilton guilty of\u00a0unlawfully entering the Schamuhns&#8217; Kingston home and sexually assaulting Annalise\u00a0Schamuhn on two separate occasions. Hamilton also\u00a0was found guilty of physically assaulting\u00a0Kevin Schamuhn\u00a0twice.<\/p>\n<p>Schamuhn said Dawe admitted to him on a phone call on Sept. 30, 2017, that his &#8220;motive&#8221; was to influence sentencing, and was unapologetic.<\/p>\n<p>&#8220;Given all that [Hamilton] had been subjected to in terms of his experience overseas, how frankly he was mistreated by the institution, I thought he deserved a break,&#8221; Dawe said, according to detailed\u00a0notes Kevin\u00a0Schamuhn took during the call.\u00a0&#8220;I certainly don&#8217;t see him as a threat to society for just a second. I think on the whole he&#8217;s a pretty good guy.&#8221;<\/p>\n<p>The judge noted during sentencing that letters from high-level military personnel\u00a0described Hamilton as &#8220;a man of great character and leadership before being engulfed in PTSD&#8221; resulting from\u00a0multiple\u00a0deployments to Afghanistan. The judge then gave the accused probation rather than jail time.<\/p>\n<p>In 2018, Hamilton was sentenced to\u00a0jail after a second, unrelated sexual assault trial.\u00a0<\/p>\n<p>Kevin Schamuhn said he later learned from another senior officer of\u00a0another instance when\u00a0Dawe tried to defend\u00a0a soldier from consequences in a sexual misconduct case.<\/p>\n<p>In a statement to CBC News on Wednesday,\u00a0Dawe said he went through\u00a0mediation sessions with Kevin Schamuhn. But Dawe\u00a0said\u00a0it&#8217;s clear to him now that\u00a0he should have &#8220;acknowledged the significant burden the victims were carrying and would continue to carry.&#8221;<\/p>\n<h2>Story &#8216;struck a deep nerve,&#8217; Schamuhns say<\/h2>\n<p>Annalise and Kevin Schamuhn\u00a0have read Dawe&#8217;s apology letter and say they stand by their comments.\u00a0The couple said their story has &#8220;struck a nerve within the Special Forces community and beyond.&#8221;<\/p>\n<p>&#8220;We have received responses from women and men who are not only experiencing the shock of the betrayal on our behalf; they are also experiencing it personally,&#8221; said the Schamuhns in a written statement to CBC News. &#8220;If someone of our level of status and privilege is treated this way, how can anyone feel safe?&#8221;<\/p>\n<p>The couple said &#8220;people might expect that changing a key leadership position will bring closure to emotional trauma.&#8221;<\/p>\n<p>&#8220;It could be an important symbolic gesture; however, we believe that a more meaningful immediate\u00a0response from leaders is to provide a safe venue for people to be truly heard.&#8221;<\/p>\n<p><em><strong>WATCH | Full interview with the Schamuhns, who say high-level military members failed to support them:<\/strong><\/em><\/p>\n<p>  <span><span class=\"mediaEmbed\"><img decoding=\"async\" src=\"https:\/\/www.wordpressdynamos.com\/timesofnewscdn\/USA\/36631_Burke_Kingston_20AL2021-3.jpg\" alt=\"\" class=\"thumbnail\" \/><\/p>\n<h3 class=\"video-item-title\">Retired military couple describes \u2018painful betrayal\u2019<\/h3>\n<p class=\"video-show-name\">Politics News<\/p>\n<p><span class=\"formattedDate video-time-stamp\" aria-label=\"From 2 days ago\" aria-hidden=\"false\">2 days ago<\/span><span class=\"media-caption\">Kevin and Annalise Schamuhn describe what it was like when high-ranking military officers chose to support a convicted sexual offender who had assaulted Annalise, and explain why they are speaking out now.<!-- --> <!-- -->7:45<\/span><\/span><\/span>  <\/p>\n<p>The Schamuhns told CBC News\u00a0their story exposes a deep-seated\u00a0problem in the military chain of command\u00a0and shows the military is promoting individuals for the wrong reasons.<\/p>\n<p>Dawe was given the job of commander\u00a0after they complained\u00a0to the chief of defence staff at the time, Gen. Jonathan Vance. <a href=\"javascript:void(0);\">Vance\u00a0agreed their issue had merit<\/a> and was inconsistent with Operation Honour, the military&#8217;s campaign to stamp out sexual misconduct in the ranks,\u00a0according to a letter from Vance.<\/p>\n<p>&#8220;It showed me that the organization promotes people based on key positions that they&#8217;ve held in the past,&#8221; said Kevin\u00a0Schamuhn in an interview with CBC News.\u00a0&#8220;It promotes people based on their ability to accomplish tasks. But it doesn&#8217;t take into consideration the individual&#8217;s moral courage or how well they take care of the people under their command.&#8221;<\/p>\n<h2>Sajjan promises &#8216;bold&#8217; action<\/h2>\n<p>Dawe&#8217;s apology letter was released the same day that top government and military officials held a lengthy press conference to describe\u00a0their plans to confront the problem of\u00a0sexual misconduct in the military.\u00a0<\/p>\n<p>Sajjan apologized to victims who have felt unsupported and promised to take &#8220;bold&#8221; action.\u00a0<\/p>\n<p>&#8220;To every member in the [Canadian Armed Forces], to every person in [the Department of National Defence] who has been affected by sexual harassment and violence and felt that we were not there to support you \u2014 I&#8217;m truly sorry,&#8221; Sajjan said yesterday.<\/p>\n<p>The government has tasked former Supreme Court justice Louise Arbour with leading an external review into sexual harassment and misconduct. The Department of National Defence will also establish a new in-house position \u2014 a chief of conduct and professionalism \u2014 to be\u00a0held by Lt.-Gen.
